ASMFC American Lobster Board Releases American Lobster Draft Addendum XXIX/ Jonah Crab Draft Addendum IV for Public Comment

December 14, 2021 — The following was released by the Atlantic States Marine Fisheries Commission:

The Atlantic States Marine Fisheries Commission’s American Lobster Management Board has approved for public comment Draft Addendum XXIX to Amendment 3 to the Interstate Fishery Management Plan (FMP) for American Lobster and Draft Addendum IV to the Jonah Crab FMP. The Draft Addenda were initiated in August 2020 to consider implementing electronic tracking requirements for federally-permitted vessels in the American lobster and Jonah crab fisheries, with the objective of collecting high resolution spatial and temporal effort data.

The collection of enhanced spatial and temporal data via electronic tracking devices in the offshore fishery would support managers in addressing a number of challenges facing the fishery. Electronic tracking data would greatly improve the stock assessment’s ability to estimate exploitation and abundance for American lobster, as the trackers would allow size composition data to be linked to harvest at a finer spatial resolution than what is currently possible. Additionally, the data could improve the models used to assess the location of vertical lines in the fishery and their associated risk to endangered North Atlantic right whales, which could impact federal risk reduction requirements for the fishery. Characterizing the footprint of the U.S. lobster fishery will also be critical to ocean planning efforts to minimize spatial conflicts with other ocean uses such as aquaculture, marine protected areas, and offshore energy development, as well as provide fishery managers tools to help maintain industry fishing grounds. Last, the efficiency of law enforcement efforts could be significantly improved with data to help enforcement officials locate widely dispersed gear in the offshore fishery. 

The Commission and its member states from Maine to Virginia will be conducting a series of hearings to gather public input on the Draft Addenda. Due to the COVID-19 pandemic, most hearings will be conducted via webinar; some hearings will be state-specific and others regionally-focused. Public hearing information, webinar links, and call-in information are below. Please note that in order to comment during the hearings you will need to use your computer or download the GoToWebinar app for your phone. Those joining by phone only will be limited to listening to the presentation and will not be able to provide input. The Draft Addenda include two options for proposed management programs. The first is status quo or no changes to the current program, and the second is to implement electronic tracking requirements for federally-permitted American lobster and Jonah crab vessels with commercial trap gear area permits for Lobster Conservation Management Areas 1 through 5 and Outer Cape Cod. Under this option, the specified permit holders would be required to install an approved electronic vessel tracking device to their vessel prior to beginning a fishing trip to collect and transmit spatial data. The devices would collect vessel locations every minute, which would allow for the distinction between transiting and fishing activity, as well as the estimation of traps per trawl. The Draft Addenda also describe administrative processes at the Commission, state, and federal levels for successful implementation of the management program to ensure the data collected meet the needs of state and federal partners.

ASMFC American Lobster Board Initiates Draft Addendum XXIX

August 4, 2021 — The following was released by the Atlantic States Marine Fisheries Commission:

The Atlantic States Marine Fisheries Commission’s American Lobster Management Board initiated Draft Addendum XXIX to Amendment 3 to the Interstate Fishery Management Plan for American Lobster. The Draft Addendum considers implementing electronic tracking requirements for federally-permitted vessels in the American lobster and Jonah crab fishery, with the goal of collecting high resolution spatial and temporal effort data.

“In my opinion, this is the single most important thing the American Lobster Board can do to ensure the viability of the American lobster fishery,” stated Board Chair Dan McKiernan from Massachusetts. “Through the proposed action, the Board seeks to significantly improve our understanding of stock status, identify areas where lobster fishing effort might present a risk to endangered North Atlantic right whales, and provide important information to help reduce spatial conflicts with other ocean uses, such as wind energy development and aquaculture.”

A number of challenges facing the fishery (e.g., rising water temperatures, protected species interactions, reduced recruitment) present a critical need for the collection of enhanced spatial and temporal data via electronic tracking devices in the offshore fishery. The stock assessment models that estimate exploitation and abundance for American lobster could be greatly improved with these data, as they would provide size composition data at a finer resolution than what is currently available. Additionally, the models used to assess the location of vertical lines in the fishery and their associated risk to endangered right whales could be substantially improved with vessel tracking data, which could impact federal risk reduction requirements for the fishery. Better understanding the footprint of the U.S. lobster fishery will also be vital to ocean planning efforts to minimize spatial conflicts with other ocean uses such as aquaculture, marine protected areas, and offshore energy development, as well as provide fishery managers tools to help maintain industry fishing grounds. Furthermore, vessel tracking could improve the efficiency and efficacy of offshore law enforcement efforts.

Draft Addendum XXIX will propose specifications for tracking devices to ensure the collected data meet both management and assessment needs. These specifications include data reporting rates, preferred technologies, and minimum standards for tracking devices. Implementation timelines, as well as budgetary and staff resource needs will be further discussed as the Draft Addendum is developed. ASMFC 2017 Spring Meeting Final Agenda and Meeting

April 26, 2017 — The following was released by the Atlantic States Marine Fisheries Commission:

The final agenda and meeting materials for the Atlantic States Marine Fisheries Commission’s 2017 Spring Meeting can be obtained at http://www.asmfc.org/home/2017-spring-meeting; click on the relevant Board/Committee name to access the documents for that Board/Committee. Please note there are two links for the American Lobster Board meeting – the first link is for the main materials and the second link is to the NEFMC’s Deep-Sea Coral Amendment. For ease of access, all Board/Section meeting documents, with the exception of the American Lobster Board materials, have been combined into one document – Main Meeting Materials. 

The agenda is subject to change. The agenda reflects the current estimate of time required for scheduled meetings. The Commission may adjust this agenda in accordance with the actual duration of meetings. Interested parties should anticipate meetings starting earlier or later than indicated herein.

Board/Section meeting proceedings will be broadcast daily via webinar beginning May 8th at 1:00 p.m.  and continuing daily until the conclusion of the meeting (expected to be 3:00 p.m.) on Thursday May 11th. The webinar will allow registrants to listen to board/section deliberations and view presentations and motions as they occur. As a reminder, the guidelines for submission of written comment for issues for which the Commission has NOT established a specific public comment period (i.e., in response to proposed management action) are as follows: 

1.   Comments received 3 weeks prior to the start of a meeting week will be included with the main meeting materials.

2.   Comments received by 5:00 PM on the Tuesday immediately preceding the scheduled ASMFC Meeting (in this case, the Tuesday deadline will be May 2, 2017) will be distributed electronically to Commissioners/Board members prior to the meeting and a limited number of copies will be provided at the meeting.

3.   Following the Tuesday, May 2, 2017 5:00 PM deadline, the commenter will be responsible for distributing the information to the management board prior to the board meeting or providing enough copies for the management board consideration at the meeting (a minimum of 50 copies).

The submitted comments must clearly indicate the commenter’s expectation from the ASMFC staff regarding distribution.  As with other public comment, it will be accepted via mail, fax, and email.
