Alaska Bering Sea Crabbers Applaud US and Russia

Alaska Bering Sea Crabbers Applaud US and Russia for Historic Cooperation to Combat Illegal, Unregulated, & Unreported (IUU) Fishing

Portland, Oregon- Alaska Bering Sea Crabbers (ABSC) is pleased to announce the signing of a bilateral agreement between the United States and Russia to combat Illegal, Unreported, and Unregulated (IUU) fishing. The agreement was signed earlier today as part of the 26th U.S.- Russia Intergovernmental Consultative Committee (ICC) on Fisheries meeting. This agreement has been several years in the making and signifies a new era of cooperation between the two nations in combating Illegal, Unregulated, and Unreported (IUU) fishing.

ABSC President Edward Poulsen issued the following statement: “For far too many years the Alaskan crab industry has faced stiff market competition from illegally harvested Russian king crab. The blatant poaching on the Russian side has impacted not only Alaskan crab fishermen and Alaskan coastal communities, but also legitimate Russian producers and Russian citizens. We welcome this historic agreement and are hopeful that it will result in meaningful action being taken to halt this illegal activity.”

Today’s agreement includes provisions for increased coordination and cooperation between our two nations and should improve the ability for US customs agents to detect illegal crab shipments into the US as well as aid in the investigation and eventual prosecution of suspected criminals. The Alaskan crab industry has lost an estimated $600 million in revenue since 2000 due to illegally harvested Russian crab. In addition, Alaskan coastal communities have also lost millions more in tax revenue. As such, the agreement has broad support from within the industry.

Alaska Bering Sea Crabbers (ABSC) is a seafood industry trade association representing more than 70% of the Bering Sea/Aleutian Islands (BSAI) crab harvesters. ABSC is involved in regulatory issues, scientific research, marketing, and advocating for the safety of life at sea for Alaska’s crab fishermen.

 

 

Scientists Link Oil Exposure to Reduced Survival of Fish

September 8, 2015 — ANCHORAGE, Alaska — Federal scientists may have found a link between the 1989 Exxon Valdez oil spill and a decline of herring and pink salmon populations in Prince William Sound.

In a study published Tuesday in the online journal Scientific Reports, researchers from the National Oceanic and Atmospheric Administration found that embryonic salmon and herring exposed to even very low levels of crude oil can develop heart defects.

Herring and pink salmon juveniles that were exposed to crude oil as embryos grew slower and swam slower, making them vulnerable to predators, said John Incardona, a research toxicologist at NOAA Fisheries’ Northwest Fisheries Science Center in Seattle, in a prepared statement

“These juvenile fish on the outside look completely normal, but their hearts are not functioning properly and that translates directly into reduced swimming ability and reduced survival,” Incardona said. “In terms of impacts to shore-spawning fish, the oil spill likely had a much bigger footprint than anyone realized.”

The 986-foot Exxon Valdez struck a charted Bligh Reef at 12:04 am March 24, 1989, spilling 11 million gallons of crude oil. At the time, it was the largest spill in U.S. history. Oil extensively fouled shoreline spawning habitat of herring and pink salmon, the two most important commercial fish species in Prince William Sound.

Obama’s fish tale: salmon spawning on his shoes

DILLINGHAM, Alaska (AP) — September 3, 2015 — This oh-my moment was nowhere on the official schedule for President Barack Obama’s visit to Alaska: salmon spawning on his shoes.

“You see that?” Obama declared Wednesday as he gripped a fish with two hands. “Something’s got on my shoes. … Generally you don’t want fish spawning on your feet. He said the local fisherwoman who accompanied him said the fish was “happy to see me.”

Visiting an isolated fishing village on a grey, overcast day, the president was full of admiration for the whole operation: He pronounced salmon jerky “really good,” tried unsuccessfully to scare up a knife so he could attempt to filet a fish and carefully inspected smokehouse drying racks.

JOHN SACKTON: Seafood Harvesters Call for President Obama to Back Magnuson Reauthorization During Alaskan Visit

SEAFOODNEWS.COM by John Sackton — September 2, 2015 — The Seafood Harvesters of America applauded President Barack Obama for meeting with Alaska’s commercial fishing industry this week and asked that President recognize the success of and support the reauthorization of Magnuson.

President Obama’s visit included a stop at the State Department’s GLACIER Conference held in Anchorage on August 30 and 31. He addressed the conference audience of about 400 global leaders with a warning about the critical effects climate change and warming waters poses to both the Alaskan and global environment and economy.

In his letter to the President, the Harvester’s Executive Director Brett Veerhusen asks the President to emphasize the decade of success the US fishing industry has enjoyed under Magnuson. He called for the President to endorse reauthorization of the law with just minor changes.

Veerhusen also asks the President to work with his Harvester group on science-backed initiatives that would limit commercial efforts in key waters.

Dear Mr. President,

The Seafood Harvesters of America (the Harvesters) represents 17 commercial fishing organizations from Alaska, to the Gulf of Mexico and New England.  As its Executive Director, a life-long Alaskan fisherman, Bristol Bay fisherman, and the son of a man who has fished for 45 years in Alaskan waters, I welcome you to this great state.

The Harvesters applauds you for choosing to sit down with real, everyday Alaskan commercial fishermen who nobly harvest an American public resource.  We urge you to take this opportunity to speak to the issues of importance that are essential to the livelihoods of commercial fishermen in Alaska and the nation.

We are writing to ask that you use your trip to Alaska, and your meeting with commercial fishermen in Bristol Bay, to send a strong message about how the Magnuson-Stevens Fishery Conservation and Management Act (MSA) is working for this nation.  Alaskans have demonstrated the audacity to succeed in the presence of all the uncertainties associated with climate change.  We do so as an industry shielded by a strong MSA, which guides a public, science-based decision-making process.

The Harvesters agree with your Administration that the MSA reauthorization needs minimal changes. While we are amenable to some minor changes, we are calling on lawmakers and your Administration to keep the MSA largely intact.  Mr. President, one of our biggest concerns is legislative attempts to allow individual states to takeover species management in federal waters, which would set a dangerous precedent that could unravel the responsible management of America’s fisheries.  Thank you for your tireless support of this time – and climate – tested document.  U.S. fishery management is a beacon of prosperity within global fisheries.

The global economic environment that our products compete in is now protected through the establishment your Task Force to combat illegal, unreported and unregulated (IUU) fishing.  By importing seafood, the U.S. imports the ethics and ethos of the country of origin’s fishing practices.  As a world leader in sustainable fishery management, American consumers demand our imported seafood to be of the same ethics and ethos that American fishermen harvest.  We commend the Task Force for recognizing sustainable fisheries as an enormous benefit to ocean stakeholders.

Additionally, we ask that the Seafood Harvesters of America have a seat at the table in future discussions regarding marine monuments and protected areas.  It is critically important that these initiatives are locally driven and focus on best available science rather than politics.  We look forward to working with your Administration to ensure that we protect our delicate ocean resources and our American fishing economy into the future.

Millions of people – grocery patrons, restaurant owners, and consumers nationwide – rely on commercial fisheries to help get their dinner from ocean to plate.  In 2012 alone, Americans consumed 4.5 billion pounds of seafood, which added 1.3 million direct and indirect jobs to our nation’s economy.  Seafood Harvesters of America is the voice for our country’s 190-foot trawlers as well as the 30-foot hook and line fishermen and are working hard to ensure the food security of our great nation remains sustainable and thriving.

Call for Obama to Declare First Alaskan Marine Monuments

August 31, 2015 — Washington, D.C. — President Obama’s first extended visit to Alaska coincides with release of a Care 2 petition signed by more than 100,000 people asking that he use his executive powers to designate the first Marine National Monuments in Alaskan waters, according to Public Employees for Environmental Responsibility (PEER). While more than half of Alaska’s lands enjoy permanent federal protection, none of Alaska’s federal offshore waters receive comparable protective status.

Half of the nation’s entire shoreline and three-fourths of its total continental shelf are in Alaska. This vast area hosts some of the most abundant populations of fish and marine life in the world ocean. But this ecological treasure trove is at growing risk from climate change, overfishing, pollution, increased shipping, and offshore oil drilling. In addition, many Alaska marine mammal, seabird, and fish populations are in decline, including some that have become threatened or endangered species.

The Care 2 petition was authored by Richard Steiner, a member of the PEER Board of Directors and a retired University of Alaska professor of marine conservation, who said “Designating marine monuments would be the only viable means for permanently shielding Alaska’s offshore waters, whales, polar bears, walruses, seals, sea lions, sea otters, seabirds, fish, cold-water corals, and coastal communities from the cascading effects of climate change combined with marine ecological degradation. President Obama cannot leave office with a complete environmental legacy without addressing Alaska’s fragile and unraveling offshore ecosystems.” The petition was forwarded today directly to The White House.

New Comprehensive Bering Sea Climate Change Study to Focus on Fish and Fishing and Provide Insights for Management in a Changing Marine Environment

August 26, 2015 — The following was released by NOAA:

The southeastern Bering Sea is an enormously productive ecosystem. It produces over 40% of the nation’s total annual fish catch. The pollock fishery operates here — one of the nation’s most important commercial fisheries in both annual yield and value. It is also home to an exuberant diversity of wildlife, from seabirds to seals to whales. However, as the climate changes, the species here, and the people who rely on them, will have to adapt.

To understand these changes, government and academic scientists are working together to assess their possible biological and ecological consequences. This work will provide insights that fishery managers can use to help ensure the sustainability and resiliency of this rich and dynamic ecosystem.

An Unprecedented Effort with National and Global Implications

NOAA Fisheries Alaska Fisheries Science Center, NOAA Research’s Pacific Marine Environmental Laboratory and the University of Washington, through the Joint Institute for the Study of the Atmosphere and Ocean, are taking a multi-disciplinary approach, combining physical oceanography and fisheries science, to provide abundance estimates for key fish stocks and potential management options for the future.

Scientists will produce various projections of what the Bering Sea ecosystem will look like under different climate and fishing scenarios. For instance, rising sea temperatures will likely cause some species to thrive and others to decline. Reliable predictions of these changes will allow fishermen and coastal communities to plan ahead and will help resource managers ensure that fisheries and the seafood supply remain stable over the long term.

Although this study focuses on the Bering Sea, it will generate new methods of interdisciplinary research that NOAA Fisheries hopes to replicate in other parts of the nation. Under the NOAA Fisheries Climate Strategy, staff are developing regional action plans to anticipate and respond to climate change. Information generated through this study will contribute to development of an Alaska regional action plan.

“We’re really excited about this project because it’s part of a broader effort to produce a global picture of fish productivity and best fishery management practices in a changing marine environment,” said Anne Hollowed, co-project lead and supervisory research fishery biologist at NOAA Fisheries’ Alaska Fisheries Science Center.

NOAA Fisheries also plans to share the results of this project with the Intergovernmental Panel on Climate Change. This international body is preparing a 2021 report on the impacts of climate change on marine ecosystems and coastal communities.

Building Blocks in Place Making Effort Possible

Several models already exist for the region that look at climate, ocean and air circulation patterns, the ecosystem, fish stock health and the socio-economics of fishing communities and businesses.

“We plan to expand the scope of existing models by incorporating varied data and, in some cases, combining models to generate future climate scenarios,” said Andre Punt, project lead for the University of Washington.

Focus Species

Over this three-year project, scientists will use biological data for several commercially and ecologically important fish species, for which linkages exist between fish productivity and climate variability. Key species include walleye pollock, Pacific cod, arrowtooth flounder, northern rock sole and snow crab.

Scientists will try to account for what fish species eat and what eats them. In other words, they will add a range of data to the models that considers the entire food chain, from plankton through top predators like whales and humans. They will also incorporate oceanographic data such as water temperature, salinity, currents, and biogeochemistry into the models.

“It’s both exciting and daunting to see how environmental data are used in a multi-disciplinary framework. It raises new challenges for ocean and climate modeling, and opens new doors,” said Wei Cheng, a physical oceanographer from the University of Washington and NOAA affiliate with the Pacific Marine Environmental Lab participating in the project.

“We know that widespread change is coming to Alaskan marine ecosystems with the potential to affect everything from sea ice to fisheries,” said Kirstin Holsman, co-project lead and research scientist, NOAA Fisheries’ Alaska Fisheries Science Center. “Through this coordinated, multi-pronged research effort, we can better understand what that change will look like, what uncertainty there is, and how we can adjust our management to continue the region’s legacy of sustainable fisheries under climate change.”

August 21, 2015 — Fishermen say it will be a stretch for total catch to reach forecasted 221 million fish

Alaska’s salmon season so far has been characterized by ups and downs, and it will be a stretch for the total catch to make the forecasted 221 million fish.

“It just depends on how these late returning pink salmon at Prince William Sound perform, and whether or not pinks pick up at Southeast.

It’s possible, but we would still have to harvest around 30 million more salmon,” mused Forrest Bowers, Deputy Director of the state’s Commercial Fisheries Division.

One of the biggest fish stories of the season, of course, was the surprising double runs of sockeye salmon (reds) to Bristol Bay. As soon as a slow going first run petered out and the fishery was declared a bust, a surge of late reds caught everyone by surprise and pushed the catch to nearly 36 million fish.

Alaska’s sockeye salmon fishery sometimes accounts for almost two-thirds of the value of the total salmon harvest. A statewide tally of 51.5 million by August 14 makes it unlikely the sockeye harvest will reach the projected take of 58.8 million fish.

Further Investigation Planned in Whale Deaths in Alaska

August 20, 2015 — JUNEAU, AK — A federal agency announced plans Thursday for a more intense investigation into what caused the deaths of 30 large whales in the western Gulf of Alaska since May.

NOAA Fisheries declared the deaths an “unusual mortality event,” triggering a new-level investigation that brings with it access to additional resources. The agency said the deaths are about three times the historical average for the region.

Julie Speegle, a spokeswoman for NOAA Fisheries in Alaska, said a leading hypothesis for the deaths is harmful algal bloom toxins but she noted that there currently is no conclusive evidence linking the two.

Officials have only been able to get samples from one of the 30 whales. Teri Rowles, NOAA Fisheries’ marine mammal health and stranding response coordinator, told reporters during a teleconference Thursday that large-scale whale deaths are among the toughest to investigate, partly because the carcasses often are floating, rarely beached and difficult to access for examination. In Alaska, bears feeding on washed-up whale carcasses create safety concerns for researchers who want to collect samples, she said.

Record returns to some hatcheries and better than expected wild pink salmon returns have pushed catches above 75 million and the humpies are still coming home. Will it top the Sound’s record 93 million pinks taken in 2013?

“You never know,” Bowers said.

Conversely, the much anticipated pink salmon boom at Southeast Alaska has yet to materialize with the catch nearing 23 million.

“There’s still a bit of fishing time remaining and the harvest will continue to tick upward, but right now it doesn’t look like we’ll hit that forecast of 58 million pinks,” Bowers said.

The statewide catch forecast for pink salmon this year is 140 million; the take by mid-August was 128 million fish.

Other salmon highlights:

Cook Inlet’s sockeye harvest of 2.7 million is just slightly higher than last year’s.
