Marketing campaign aims to convince consumers that ‘ugly’ crabs can be just as tasty

March 20, 2018 — “It’s what’s on the inside that counts” is the message Alaska crab marketers are pushing to encouraging their customers to put appearances aside.

“We’re telling them to ‘get ugly,'” said Tyson Fick, executive director of the trade group, Alaska Bering Sea Crabbers, speaking of the new campaign launched partnership with the Alaska Seafood Marketing Institute last week at the big Seafood Expo in Boston.

The promotion showcases Alaska crabs with darker, discolored shells, or those that are scarred or adorned with barnacles that may be less visually appealing to shoppers.

“It’s the initial step in a campaign to raise awareness among retailers, restaurants and consumers,” said Jeremy Woodrow, ASMI communications director. “We’re saying ‘go ahead, tell your customers to get ugly. After all, it’s what’s on the inside that counts.”

“Ugly crab is safe and delicious to eat, it just isn’t as pretty,” says a flyer distributed at Boston, explaining that shell appearance varies based on crab maturity and timing of the molt. It says that shell variations demonstrate “the authentic nature of seafood caught in the wild,” and that “purchasing ugly crab is a way to support our planet’s wild resources.”

The Get Ugly team is modeling Alaska crab after similar image enhancement efforts underway by farmers.

“We’re taking a page out of the book of what some fruits and vegetable have done — that a blemish doesn’t affect the taste of the thing, and with crab, the meat fill might even be better,” Fick said, adding that avoiding food waste and improving sustainability are also part of the message.

Creating more customers for less-attractive crab also would improve fishermen’s bottom lines, as the less-pretty product drags down prices.

“It is graded at the processor and may be graded further at the repacker. There may be several grades for off-color shells depending on the species, quantity and other factors. It varies from year to year,” said Jake Jacobsen, director of the Inter-Cooperative Exchange which negotiates prices for most Bering Sea crabbers.

This halibut hook is an innovation for the past, present and future

March 19, 2018 — The Alaska Innovators Hall of Fame recently inducted its first indigenous tool. Few people still use the hand-carved halibut hook, once popular with Southeast tribes. But there’s a push to make sure the tradition sticks around for future generations.

Standing on a stage with his grandson at the Juneau Innovation Summit a few weeks ago, Thomas George accepted an award.

“I’ve been trying to get help to keep this part of our heritage alive for years or decades,” George said.

The Alaska State Committee on Research gives credit to people and inventions which have made a lasting impact in the state.

George accepted the honor for a collective achievement: the halibut hook, which has been used by Tlingit, Haida and Tsimshian people for thousands of years.

Even though the technology is old, George says it isn’t a relic.

“Over the years everybody thought it was decoration for the wall,” George said. “But my hooks never did hang on the wall. They hung out on the porch.”

George only knows of one other person — in all of Southeast Alaska — who fishes with the traditional halibut hook, and he’s a big proponent for bringing them back. He’s taught classes at the Sealaska Heritage Institute on how to make them.

Growing up in Klawock, he says carving the hooks was part of his childhood. His grandmother was one of the people who passed on the knowledge, and he remembers some advice she gave him: All of the measurements you need to know are in your own hand.

“And if you got small hands you don’t need a big fish,” he said.

Typically, people jig for halibut on their boat using a metal circle hook. But the traditional design and method is different. The hook itself is shaped like a V, with a more buoyant wood like yellow cedar on one side and a denser wood on the other. This makes it float in a certain direction.

Alaska Gov. calls for Pacific cod disaster declaration

March 16, 2018 — Alaska’s Gov. Bill Walker and Lt. Gov. Byron Mallott signed a letter last week asking the federal government to declare the 2018 Pacific cod fishery in the Gulf of Alaska a disaster.

This year’s Pacific cod quota was reduced by 80 percent from 2017 — from 64,442 metric tons in 2017 to 13,096 metric tons — in response to a declining stock.

In October, a NMFS survey reported a 71 percent decline in Pacific cod abundance in the gulf since 2015 and an 83 percent decline since 2013.

According to the letter, that deep cut to the quota is expected to be accompanied by revenue drop of 81 to 83 percent of the most recent five-year average.

“Throughout the Gulf of Alaska, direct impacts will be felt by vessel owners and operators, crew and fish processors, as well as support industries that sell fuel, supplies and groceries. Local governments will feel the impact to their economic base, and the state of Alaska will see a decline in fishery-related tax revenue,” reads the letter. “We believe these impacts are severe enough to warrant this request for fishery disaster declaration for this area.”

Barbara Blake, senior adviser to Walker and Mallott, told Alaska Public Media that crossing that 80 percent threshold makes the fishery eligible for a disaster declaration and that the request will go to the secretary of commerce for a decision.

“How we’ve seen this come about in the past is that request goes in along with other natural disasters, and that’s how we end up getting the appropriations for that, is they roll it into natural disasters like hurricane relief and things of that nature,” said Blake.

Alaska: Sea otter resolution gets first hearing in Senate committee

March 16, 2018 — A Senate committee heard Monday from supporters and opponents of state involvement in the management of sea otters in Southeast Alaska.

The Senate Resources Committee held its first hearing on Senate Joint Resolution 13, which calls on the federal government to allow the state or a Native organization to co-manage the rebounding marine mammals and seek ways to increase harvest of otters.

“We’re urging the federal agencies to work with state, Native and local leaders to establish a sea otter management plan to protect the shellfish resources and subsistence availability,” said Sitka Republican committee member Bert Stedman, who sponsored the resolution.

Once nearly hunted to extinction in the region, otters are protected under federal law.

Only coastal Alaska Natives are allowed to hunt them and sell products made from pelts.

The resolution calls on Congress to change the Marine Mammal Protection Act to allow expanded use of those pelts.

The measure also urges the transfer of otter management to the Alaska Department of Fish and Game or National Marine Fisheries Service.

Commercial fishing organizations and municipalities have called for the changes to slow the increase in Southeast’s otters because of their impact on shellfish and other sea food.

Commercial sea cucumber diver Stephanie Jurries of Craig told of a rapid loss of fishing areas on the western shore of Prince of Wales Island.

Alaska: Cook Inlet salmon plan back in front of federal council in April

March 15, 2018 — The North Pacific Fishery Management Council will continue its discussion of who should manage Cook Inlet salmon fisheries, and how, at its April meeting in Anchorage.

The council is continuing court-ordered work to develop a federal fishery management plan, or FMP, for the salmon fisheries currently managed by the state in Cook Inlet, including creation of a new salmon management committee.

From October 2017 to this February, the council solicited proposals regarding the membership of the new committee and the work it might do. Those are expected to be made public around March 16, and the council will discuss them at its April meeting in Anchorage.

According to information provided by the council, the comment period generated 33 responses, 25 nominations or applications for participation on the new salmon committee. Those nominations won’t be considered right away, however.

The council is also expected to issue the formal call for salmon committee members at the April meeting, and a decision on membership won’t come until after that comment period.

The committee and other work to re-tool Cook Inlet salmon management all stems from a lawsuit brought by the United Cook Inlet Drift Association, or UCIDA, that challenged the council decision in 2011 to formally remove the Cook Inlet, Alaska Peninsula and Prince William Sound salmon fisheries from the federal management plan.

The council is now working to write a Cook Inlet management plan at the directive of the 9th Circuit Court of Appeals, which reversed a U.S. District Court of Alaska judge’s decision to dismiss UCIDA’s lawsuit in 2016.

Alaska: Halibut fishery poised to open as NMFS works on 2018 catch limits

March 15, 2018 — Alaska’s halibut fishery is set to open this month, but the final quota was still not completely set as of March 14, even as fishermen began to receive permits in the mail.

Indications, however, are that the quota will decrease this year compared to last.

Under regulations published by the National Marine Fisheries Service this month, the fishery will open March 24 and run through Nov. 7. But the total catch limits remain unknown.

That’s because this year, for just the second time in the commission’s history that dates to its creation by a 1923 treaty, the International Pacific Halibut Commission could not come to an agreement about the 2018 catch limits at its annual meeting. That leaves it up to regulatory bodies in each country to determine the limits instead.

Halibut Coalition Executive Director Tom Gemmell said he expects the quota to decrease by about 15 percent overall compared to 2017, when Alaskan fishermen had their total statewide quota set at about 22.62 million pounds. In 2017, and for a few years prior, the quota had increased slightly after nearly a decade of annual cuts totaling more than 70 percent from mid-2000 highs.

The halibut commission is the six-member body (three each from the U.S. and Canada) charged with regulating the halibut fishery from Northern California to the Bering Sea under the international Pacific halibut treaty, including setting the catch limit each year. The IPHC meets each January and decides on the coastwide halibut catch limits, based on input from staff scientists. But this past January, at its annual meeting in Portland, the commission was not able to come to an agreement on the 2018 limits.

U.S. fisheries’ leader Oliver asserts ‘business-minded’ stance at Boston 2018

March 13, 2018 — BOSTON — The US’ top regulatory authority on fishing used his first appearance ever at a Seafood Expo North America (SENA) conference on Sunday to describe how he was reshaping the mission at the National Oceanic and Atmospheric Administration (NOAA) to create more of a pro-business environment.

Commercial fishermen largely applauded the Donald Trump administration’s selection of Chris Oliver to serve as NOAA’s assistant administrator of fisheries in June 2017. But Oliver, who was confirmed in his new role in July, has maintained a relatively low profile since, his office not responding to requests for interviews.

In November, he told Alaska fishermen at a public meeting that he supported regulatory flexibility. The month before he had demanded the retraction of an article suggesting US seafood exported to Japan includes a high number of illegal unreported and unregulated (IUU) fish.

On Sunday, in Boston, he made it clear that he was using his leadership role to both follow the administration’s charge to combat excessive regulation and also looking out for harvesters.

“I’m a firm believer in a science-based approach to fisheries,” Oliver said. “… For 40 years, the North Pacific [Management] Council has been using annual catch limits, and I firmly believe those are the cornerstone to sustainable management. But I also believe that there is room for flexibility and a greater role for common sense frankly in our approach to fisheries management. And I want to bring a more business-minded approach to that process.”

Alaska: Gov. Bill Walker calls for federal disaster declaration for Pacific cod fishery

March 13, 2018 — Gov. Bill Walker and Lt. Gov. Byron Mallott signed a letter last week asking the federal government to declare the 2018 Pacific cod fishery in the Gulf of Alaska a disaster.

That could make the fishery eligible for federal relief funds, although who specifically would receive money would be figured out later.

It follows a decline in stock and a deep cut to the 2018 Pacific cod quota in the gulf.

According to the letter, the value of the 2018 Pacific cod harvest is looking at a more than 80 percent drop in revenue from the five-year average. Barbara Blake, senior adviser to Walker and Mallott, said crossing that 80 percent threshold makes the fishery eligible for a disaster declaration.

Blake said the letter will go to the secretary of commerce for a decision.

“How we’ve seen this come about in the past is that request goes in along with other natural disasters, and that’s how we end up getting the appropriations for that, is they roll it into natural disasters like hurricane relief and things of that nature,” Blake said.

Southeast Alaska Longliners Become Bathymetric Cartographers to Avoid Bycatch

March 12, 2018 — SEAFOOD NEWS — A desire by Southeast Alaska longliners to avoid rockfish bycatch in 2009 evolved into a high-tech effort to collect bathymetric data for use in detailed seafloor maps. The maps would ultimately help fishermen avoid bycatch and sensitive habitats like coral and sponge areas. Next week, these detailed and data-rich maps will be available to the fishermen who helped make them.

For the last decade, members of the Fisheries Conservation Network (FCN) used scanning software to map the halibut and sablefish grounds. At the end of each fishing season, FCN members shared the data with ALFA, where it was combined into one database, then used to create the enhanced maps and sent back to the fishermen to continue adding data to.

ALFA Executive Director Linda Behnken, in an interview with KCAW radio in Sitka, said the result is one of the most complex bathymetric databases on the eastern side of the Gulf of Alaska.

“One hundred and forty million data points have been contributed,” she said. “It’s been a lot of years getting to this point. We’re really excited about the level of detail we have now and the quality of the maps.”

ALASKA: Petersburg assembly joins call for increased sea otter harvest

March 12, 2018 — Petersburg’s borough assembly this month joined the call for measures to slow a growing population of sea otters in Southeast, as the marine mammals are impacting shellfish stocks.

The assembly passed a resolution at its March 5th meeting calling for the federal government to work with the State of Alaska and Alaska Native tribes to establish strategies for an ecological balance of shellfish resources and the reintroduced sea otters.

The municipal government sought input on the problem and received letters from commercial fishing organizations like the Petersburg Vessels Owners Association, United Southeast Alaska Gillnetters and the Southeast Alaska Regional Dive Fisheries Association. Those letters call for measures to increase the harvest of otters and allowances for expanded use of their pelts by coastal Alaska Natives. Sea otters are protected under the Marine Mammal Protection Act and only coastal Alaska Natives are allowed to hunt them and sell products made from otter pelts.

Petersburg assembly member Eric Castro was convinced to pass the resolution in support of changes to otter management. “All the letters written to this point have been very compelling by all the individuals and groups and I sincerely hope that our federal officials take note on our comments,” Castro said.
