NORTH CAROLINA: Several counties respond to Dare County proposal for coastal fisheries coalition

July 15, 2025 — In the wake of Dare County Commissioners Chair Bob Woodard’s proposal to form a coastal coalition to protect the commercial fishing industry, several counties have already responded positively.

Woodard made the proposal in a July 3 letter to the board chairs of 19 NC coastal counties, after a measure to ban shrimp trawling in the state’s inland waters and within a half mile of the Atlantic shoreline was killed by the NC House on June 25. He also suggested that the coalition kick off with a meeting in August at “a central location.”

According to Dare County Public Information Director Dorothy Hester, as of Friday, July 11, Dare County had heard from five counties. Two of the counties, Craven and Currituck, have appointed a representative to the coalition. Three others, Brunswick, Carteret and Tyrell, are placing it on their boards’ next meeting agendas for action.

MAINE: Maine Sea Grant helping state conserve Atlantic salmon

July 15, 2025 — Whether it’s through fish stocking, habitat restoration or research, the University of Maine-led Maine Sea Grant is helping the Maine Department of Marine Resources (DMR) conserve Atlantic salmon in the Gulf of Maine — the last wild populations of the species in the U.S.

Through a program offered by Maine Sea Grant and NOAA Fisheries that is now in its sixth year, paid summer interns have been working with the department on Atlantic salmon research and conservation for 13 weeks each summer — from Downeast Maine to the Kennebec and Penobscot River watersheds. They conduct field and lab work to support this endangered species and other sea-run fishes.

“The Maine Sea Grant internship program not only supports the restoration of sea-run fish like Atlantic salmon but also fosters a two-way exchange of knowledge with the department,” said Sean Ledwin, the director of DMR’s Bureau of Sea-Run Fisheries and Habitat. “The interns learn firsthand from experienced professionals in the field, while bringing fresh energy, new ideas and capacity to vital restoration efforts. This collaboration strengthens conservation outcomes and builds the next generation of marine scientists and stewards.”

“This program emphasizes collaborations and partnerships that expose students to different career paths to help conserve vital species and support Maine ecosystems, economies and cultures,” said Julia Hiltonsmith, a UMaine Sea Grant graduate assistant who mentors sea-run fish interns. “Guiding these interns through their fieldwork has not only deepened my appreciation for the dedication they’ve brought to conservation but also reinforced the importance of fostering collaboration and professional growth in the next generation of marine scientists.”

Since the Sea-Run Fish Internship Program launched in 2020, 12 students from UMaine and its regional campus, the University of Maine at Machias, have participated and conducted research and conservation work statewide for DMR, the United States Geological Survey, the Maine Department of Environmental Protection and the Penobscot Nation. Black Bear students, as well as participants from other universities, have gained hands-on learning experiences and professional development in science communication, which prepare them for in-demand careers in marine sciences and conservation.

OREGON: Oregon lawmakers urge Trump admin to unlock funds for ‘catastrophic’ fishery disaster

July 14, 2025 — A group of Democratic Oregon lawmakers are calling on the Trump administration to release $7 million in authorized funding meant to address Oregon’s “catastrophic” fishery disaster.

In a June 11 letter, led by Senator Jeff Merkley, lawmakers urged Office of Management and Budget Director Russell Vought to review and approve a spending plan that’s been resubmitted by the Pacific States Marine Fisheries Commission.

Lawmakers said the funding is “critical,” to help Oregon’s ocean fishermen recoup lost funds amid declining salmon populations after a fishery disaster was declared for Oregon Chinook salmon for 2018, 2019 and 2020.

LOUISIANA: New Study Debunks Red Drum Crisis Claims: Louisiana’s Gulf Menhaden Fishery Not to Blame

July 14, 2025 — A landmark Louisiana-funded study confirms what decades of fisheries science have long suggested: the Gulf menhaden fishery is not a major contributor to red drum mortality in Louisiana waters.

The comprehensive bycatch assessment, conducted by LGL Ecological Research Associates and administered through the Gulf States Marine Fisheries Commission, found that commercial menhaden harvesters were responsible for just 3.4% of red drum removals by number statewide in 2024. In contrast, 96.6% of removals were from the recreational sector.

These findings come at a time when misinformation about red drum bycatch has fueled public pressure for new restrictions on commercial harvesters. But the data tells a clear story: Louisiana’s menhaden fishery is both sustainable and responsible — and not a threat to red drum populations.

Backed by Independent Science

The study was funded through a $1 million appropriation by the Louisiana Legislature and carried out during the 2024 fishing season. It is the most extensive bycatch study ever conducted in the Gulf menhaden fishery, with data collected from 418 purse seine sets — 3.2% of total effort, exceeding the original sampling goal by more than 50%.

Observers and electronic monitoring systems were used to gather and verify data. The study employed advanced techniques such as Reflex Action Mortality Predictors (RAMP) and 24-hour live holding tanks to assess fish survival.

ALASKA: Deadliest Catch returns: Season 21 spotlights the struggling Alaska crab industry

July 14, 2025 — The red king crab fishery in Alaska has faced historic closures in recent years, leaving many harvesters sidelined and processors searching for opportunities elsewhere to meet demand. Discovery Channel’s Deadliest Catch returns for its 21st season on Friday, August 1. This season’s storylines reflect real and escalating tensions in the Bering Sea crab industry.

The fleet will head west toward Adak Island, a former military base located more than 1,000 miles from Dutch Harbor, in search of a rumored resurgence of red king crab. While the show highlights the danger and drama of the chase, the underlying theme focuses on economic pressures and biological uncertainties.

MASSACHUSETTS: Vineyard Wind Blade Break Reverberates One Year Later

July 11, 2025 — One year ago Sunday, the U.S. Coast Guard got a report it had never received before.

At 7:01 p.m., about 20 miles off the Vineyard’s southern shore, large pieces of debris were scattered in the water near the Vineyard Wind wind farm.

Green and white bits of fiberglass and foam, some the size of kitchen tables, were floating in the water, and eventually, with the help of wind and tides, would make their way onto Nantucket beaches.

Nantucket charter fishing Capt. Carl Bois was one of the first people to see the bobbing detritus off the outer continental shelf when he was out on his boat the next day.

“I’ve never seen anything on the water quite like that,” he said at the time.

Not long after, Vineyarders, Nantucketers, state lawmakers and some of the highest ranking officials in Washington, D.C. learned all too well what Mr. Bois was seeing: pieces of a broken Vineyard Wind turbine blade.

On July 13, 2024, the 107-meter GE Vernova Haliade-X turbine blade on the offshore wind energy farm’s southernmost turbine snapped unexpectedly and dumped thousands of pieces of fiberglass into the ocean. Broken about 20 meters from its base, a large portion of the blade would later drop into the water, sinking to the bottom.

ALASKA: New plan seeks to restore rural access to Alaska halibut fishery

July 11, 2025 — A Southeast Alaska fisheries entity with a proven track record for providing thousands of free seafood meals to those in need and educating the next generation of commercial harvesters has a new plan to make more halibut quota available to the area’s traditional coastal fishing communities.

Using grants and investments totaling $934,000 from the Rasmuson Foundation, the Alaska Sustainable Fisheries Trust (ASFT), in collaboration with Sealaska Corporation, Central Council of Tlingit, and Haida Indian Tribes of Alaska and Spruce Root, a non-profit community development financial institution, will purchase halibut quota on the open market this fall and winter to make the highly popular whitefish available for harvest in Craig, Kasaan, and Yakutat. The plans were announced on July 7.

The funds include a $700,000 grant and a $234,000 program-related investment (PRI) aimed at restoring rural and indigenous access to the coastal fisheries. All three communities have signed resolutions in support of the regional community quota entity (CQE).

“With this funding, which includes both Program Related Investment and grant funds, we will anchor access to the halibut fishery in rural communities and ensure residents enjoy the cultural, social, and economic benefits of participating in Alaska’s commercial fisheries,” said Linda Behnken, board president of ASFT, executive director of the Alaska Longline Fishermen’s Association (ALFA), and a veteran halibut and black cod commercial harvester from Sitka.

The halibut assigned to these communities is to be fished only by residents.

MAINE: Maine passes bevy of aquaculture, waterfront bills

July 11, 2025 — Lawmakers from the U.S. state of Maine have passed multiple pieces of legislation designed to improve aquaculture operations in the state, including protections for aquaculture operations from nuisance complaints, revisions to aquaculture lease renewals, and the development of a Working Waterfront Infrastructure Engineer Corps.

All five bills, which have now become law, were introduced by Maine Representative Morgan Rielly (D-Westbrook).

LD 1595 would extend the protections Maine grants commercial fishers from nuisance complaints to aquaculture companies, ensuring those operations are not stymied by frivolous complaints about noise or smells.

“I have heard time and again that coastal landowners who don’t want to hear, see, or smell aquaculture operations unfairly file nuisance complaints against our aquaculture workers, which can put a halt to the work and food production Mainers rely on,” Rielly said in a release. “They deserve the same protections as our commercial fishermen, and I am glad that they will soon have those protections.”

NORTH CAROLINA: NC shrimp trawling ban bill saga ends

July 11, 2025 — House Bill 442, introduced in April, aimed to extend the recreational flounder fishing season to six weeks and establish a year-round red snapper season with catch limits.

The bill passed the House in May with bipartisan support and was sent to the Senate. After that, the bill’s focus shifted dramatically when the Senate Committee on Agriculture, Energy, and Environment met June 17.

During that meeting, Sen. David Craven (R-Randolph) proposed a committee substitute with a ban on shrimp trawling in all inshore waters, including sounds, estuaries, rivers and within a half mile of the Atlantic shoreline. The change, which would go into effect Dec.1, proposed making it a Class A1 misdemeanor for violating the bill’s ban.

Environmental groups like the North Carolina Wildlife Federation and North Carolina Wildlife Resources Commission supported the change, citing rates of bycatch of juvenile fish and various marine habitat damage.

The shrimp industry, including the North Carolina Fisheries Association and Southern Shrimp Alliance, opposed the ban. They argued that 70-80% of shrimp come from inshore waters, and many small boats can’t operate offshore. Also cited were existing regulations addressing environmental concerns, like weekend trawling bans and nursery areas closed since 1978.

The Senate’s changes were added without prior notice to House sponsors or the shrimp industry. The Senate passed the amended bill June 19 with a 39-4 vote.

Coastal area Sens. Tom Lazzara (R-Onslow) and Norman Sanderson (R-Pamlico) voted against it in committee. Lazzara and Sen. Bobby Hanig (R-Currituck), who also opposed the change, were not present at the Senate vote sending the measure to the House.

NORTH CAROLINA: Proposed coalition to N.C. coastal counties seeks to protect fishing industry

July 11, 2025 — At the end of June, a bill that would have banned shrimp trawling on the North Carolina coast was killed in the North Carolina House of Representatives.

Dare County Board of Commissioners Chairman Bob Woodard is now proposing a coastal community coalition.

This proposal comes with future fights on the issue in mind and amplifying the voices of coastal communities under one umbrella.

“We’re trying to save an industry that’s been around since mankind began,” said Woodard.
