ASMFC Atlantic Herring Area 1A Days Out Meeting Scheduled for September 14

August 29, 2022 — The following was released by Atlantic States Marine Fisheries Commission:

Atlantic Herring Management Board members from the states of Maine, New Hampshire and the Commonwealth of Massachusetts will meet via webinar on September 14, 2022 from 9 a.m. to 10:30 a.m., to discuss Season 2 (October 1 – December 31) days out measures for the 2022 Area 1A fishery (inshore Gulf of Maine). Days out measures include consecutive landings days for Season 2. The webinar and call information is included below:

The 2022 Area 1A sub-annual catch limit (sub-ACL) is 1,075 metric tons (mt). The initial specification for the 2022 Area 1A sub-ACL of 1,184 mt decreased by 109 mt due to the catch overage in Area 1A in 2020. After adjusting for the 30 mt fixed gear set-aside and the 8% buffer (Area 1A closes at 92% of the sub-ACL), the Area 1A sub-ACL is 961 mt. There is no research-set-aside for 2022.
 
The Board established the following seasonal allocations for the 2022 Area 1A sub-ACL: 72.8% available from June 1 – September 30 and 27.2% available from October 1 – December 31.
 

States Schedule Public Hearings on Atlantic Menhaden Draft Addendum I

August 29, 2022 — The following was released by Atlantic States Marine Fisheries Commission:

The Atlantic coastal states of Maine through North Carolina have scheduled hearings to gather public input on the Draft Addendum I to Amendment 3 to the Interstate Fishery Management Plan, which considers potential changes to current provisions for commercial allocations, the episodic event set aside (EESA) program, and the incidental catch and small-scale fisheries (IC/SSF) provision. Some hearings will be conducted via webinar and some hearings will be conducted in person. The details of those hearings follow.

MASSACHUSETTS: Gordon Carr named New Bedford Port Authority executive director

August 29, 2022 — Gordon Carr will be the next executive director of the New Bedford Port Authority, coming on as the Massachusetts South Shore port undertakes extensive modernization to expand its fishing, processing, offshore wind energy and other maritime industries.

Currently deputy director of real estate strategy and policy at the Massachusetts Port Authority (Massport) in Boston, Carr has more than 25 years of experience in the public and private sectors in the areas of public policy, economic development, and enterprise strategy.

His career has already included New Bedford projects.

“As an independent consultant in 2014-15, Carr conducted a comprehensive assessment of both the New Bedford Economic Development Council and the city’s Harbor Development Commission, which has guided the strategy of both organizations in the years since,” according to a statement from Mayor Jon Mitchell’s office.

BOEM Seeks Public Comment on Draft Environmental Analysis for Proposed Wind Energy Project Offshore Rhode Island

August 29, 2022 — The following was released by the BOEM:

The Bureau of Ocean Energy and Management (BOEM) today announced the availability of the Draft Environmental Impact Statement (DEIS) for the proposed Revolution Wind energy project offshore Rhode Island.

The Notice of Availability for the Revolution Wind environmental analysis will publish in the Federal Register on Sept. 2, opening a 45-day public comment period that ends at 11:59 p.m. ET on Oct. 17. The input received via this process will inform preparation of the Final EIS.

“Collaborating with all stakeholders and ocean users throughout the leasing and development process is vital,” said BOEM Director Amanda Lefton. “We’re committed to maintaining open and transparent communication with all stakeholders, and value public input. BOEM is using the best available science as well as knowledge from ocean users and other stakeholders to avoid and minimize conflict with existing uses and marine life.”

Revolution Wind, LLC submitted a Construction and Operation Plan (COP) for its proposed wind farm of up to 100 wind turbines located approximately 15 nautical miles southeast of Point Judith, Rhode Island. The expected megawatt (MW) capacity range for this project is 704 to 880 MW, enough to power at least 300,000 homes. The DEIS analyzes the potential environmental impacts of the project as described in the COP and several alternatives to the proposed action.

BOEM will use the findings of the EIS to inform its decision on whether to approve Revolution Wind’s COP, and if so, what mitigation measures to require.

NFWF, NOAA announce $7.7 million in conservation grants to support coastal resilience

August 29, 2022 — The following was released by NOAA Fisheries:

The National Fish and Wildlife Foundation (NFWF) and the National Oceanic and Atmospheric Administration (NOAA) today announced $7.7 million in new grants using funding from the Bipartisan Infrastructure Law to support ongoing natural infrastructure projects in seven states. These grants will support the design and implementation of projects to enhance the resilience of coastal communities and improve habitat for fish and wildlife in Hawai‘i, Maine, New Jersey, Ohio, Rhode Island, South Carolina and Virginia. The eight grants announced today will leverage more than $3 million in matching contributions for a total conservation impact of $11.1 million.

The grants were awarded through the National Coastal Resilience Fund (NCRF), a partnership between NFWF, NOAA, Shell, TransRe, and Occidental, with additional funding from the U.S. Department of Defense (DoD), the Bezos Earth Fund, and also using funding from the Bipartisan Infrastructure Law. NFWF worked to award an early slate of grants in August, ahead of its standard annual award date, so that communities experiencing increasing impacts from rising seas, more intense storms, and other coastal hazards would have funding to spend towards resilience projects. In 2022, NFWF anticipates investing approximately $140 million in grants through the NCRF once additional awards are announced in November.

“Maintaining and rehabilitating our coasts is critical for the health and economic wellbeing of coastal communities, especially in the face of impacts from climate change like flooding and extreme storms,” said U.S. Secretary of Commerce Gina Raimondo. “Thanks to funding from the Bipartisan Infrastructure Law, the Biden Administration is making meaningful long-term investments that will strengthen coastal communities and allow them to flourish for generations.”

“As coastal communities face growing threats including coastal flooding and hurricanes, communities need resources immediately to help them reduce threats and increase resilience,” said Jeff Trandahl, executive director and CEO of NFWF. “The Foundation has worked extremely hard to provide this funding as quickly as possible to help these communities bolster their natural defenses to current and future storms, while also enhancing the coastal habitats that are so vital to both communities and wildlife.”

“Climate-driven floods and storms threaten all coastal communities, and these locally-driven projects are critical for developing effective natural infrastructure,” said NOAA Administrator Rick Spinrad, Ph.D. “By investing in local communities, we invest in our nation’s resilience.”

The projects supported by the eight grants announced today will restore and enhance a diverse range of coastal habitats—including wetlands, dunes and tidal rivers—that are vital to the survival of many fish and wildlife species and provide natural buffers for communities against storms and other coastal hazards. These awards build on previously funded NCRF projects and will support efforts of the grantees to finalize project designs and implement important nature-based coastal resilience projects across the country.

NFWF, in partnership with NOAA and joined initially by Shell and TransRe, launched the NCRF in 2018 to support on-the-ground projects to engage communities and reduce their vulnerability to growing risks from coastal storms, sea-level rise, flooding, erosion and extreme weather through strengthening natural ecosystems that also benefit fish and wildlife.

New England and Mid-Atlantic Councils and Partners Launch Habitat Data Explorer; One-Stop Tool Ready for Use

What began five years ago as a commitment to improve fish habitat science has resulted in the creation of a revolutionary tool that allows users to explore information on fish distribution and survey abundance, species life history, essential fish habitat (EFH), fish vulnerability to climate change, and much more – all on one website. Welcome to the Northeast Regional Habitat Assessment Data Explorer.

The Data Explorer was developed as part of the Northeast Regional Marine Fish Habitat Assessment (NRHA), a collaborative, multi-disciplinary effort to describe and characterize estuarine, coastal, and offshore fish habitat distribution, abundance, and quality in the Northeast. Based on a plan approved by NRHA’s Steering Committee, a work team spent three years collecting and analyzing data and populating the Data Explorer with information for more than 65 finfish and shellfish species through 2019. New data will be added over time.

Who Should Use the Data Explorer?

Everyone! While stock assessment scientists, researchers, and fishery managers will be the primary users of this comprehensive collection of information, commercial and recreational fishermen will be able to call up maps showing key information about the species they catch. Other stakeholder groups interested in habitat issues, seasonal ocean conditions such as salinity, and fish survey information also should find the site helpful. For example, offshore wind and aquaculture developers can use the tool to identify habitat types and fish distribution within areas being considered for development.

MAINE: Maine shrimp fishery faces potential permanent closure

August 26, 2022 — Regulators are considering a permanent closure of the northern shrimp fishery off the coast of Maine and New Hampshire.

The Atlantic States Marine Fisheries Commission’s Northern Shrimp Section met in Portland last week to discuss several issues related to the northern shrimp.

There has not been a northern shrimp fishing season in the Gulf of Maine since 2013. A moratorium was placed on the fishery because the shrimp population collapsed.

In 2013, Maine fishermen caught 602,980 pounds of shrimp for a value of $1,082,342. In 2012, Maine’s shrimp catch was 4,910,955 pounds with a value of $4,688,796 and in 2011 the catch was 10,191,149 pounds worth $7,671,751.

MAINE: State closes commercial menhaden fishery, drawing concerns from lobstermen

August 26, 2022 — Maine’s commercial menhaden season will close Sunday, which could have implications for Maine lobstermen who depend on the fish as an affordable source of bait.

The Atlantic States Marine Fisheries Commission sets a series of quotas for the commercial menhaden fishery in the Northeast, including a small-scale harvest once various thresholds have been reached. Menhaden are also referred to as pogies.

“Maine lobstermen are extremely disappointed to see the pogy fishery close since the resource is healthy and there are still plenty of fish to catch in Maine,” Patrice McCarron, executive director for the Maine Lobstermen’s Association, said in an email.

MASSACHUSETTS: Gordon Carr selected as the New Bedford Port Authority’s new executive director

August 26, 2022 — Gordon Carr, current deputy director of Real Estate Strategy and Policy at the Massachusetts Port Authority, has been selected as the next executive director of the New Bedford Port Authority.

Carr has more than 25 years of experience in the public and private sectors in the areas of public policy, economic development, and enterprise strategy, including on projects related to the city, according to a press release. As an independent consultant in 2014-15, Carr conducted a comprehensive assessment of both the New Bedford Economic Development Council and the City’s Harbor Development Commission, which has guided the strategy of both organizations in the years since.

At Massport, Carr has worked in a variety of capacities and leadership roles, each of which closely involved and supported the diverse operations of the Port of Boston. Importantly, he served as the primary lead on a range of topics advocating for the working port, maritime industrial/seafood interests, and freight networks, including leading an in-depth study and analysis of the future of the seafood cluster in Boston.
