March 9, 2020 — In the wake of coronavirus-related cases and mortalities increasing in the United States, Americans are already staying home more and eating out less.
Reports of “panic buying” hand sanitizers, toilet paper, cold and flu medicines, and other products are prolific. Many Americans have shifted to buying non-perishable foods to stock their pantries (such as fruit snacks and oat milk, according to Nielsen) – a move that bodes well for canned and shelf-stable seafood suppliers.

NOAA Fisheries proposes measures adopted by the Mid-Atlantic Fishery Management Council as part of Amendment 21 to the Atlantic Mackerel, Squid, and Butterfish Fishery Management Plan to manage chub mackerel.
Because a directed fishery for Atlantic chub mackerel recently emerged in the Mid-Atlantic, in 2018 the Mid-Atlantic Council implemented initial measures to maintain existing catch levels while it developed a long-term management approach. In the intervening three years, the Council has collected more detailed information on chub mackerel and has developed management measures to help achieve and maintain the sustainability of the chub mackerel resource.
This action would designate essential fish habitat; set catch limits for 2020-2022; and implement an annual catch limit, accountability measures, possession limits, permitting and reporting requirements, and other administrative measures for Atlantic chub mackerel caught from Maine through North Carolina.

The AIP Directory (www.aipdirectory.org) is a new website that serves as an independent, online platform to showcase active aquaculture improvement projects (AIPs). It was developed by Sustainable Fisheries Partnership (SFP) as an open platform for information sharing for anyone active or interested in AIPs.
Although less established than the more familiar fishery improvement projects (FIPs), AIPs are increasingly important as a mechanism for the supply chain to support better sustainability practices in aquaculture industries. Until now, there was no online resource to allow those actively involved or interested in AIPs to learn where and how these improvements were taking place or what progress was being made on specific projects. The launch of the AIP Directory will meet these needs.
“AIPs are an important tool to drive sustainability – whether participating farms have certified responsible management practices in place or not. It is important for ensuring impact and credibility that projects have a clear set of goals and a defined workplan, and that they are publicly reporting on progress,” Seafresh Group Director of Sustainability Dominique Gautier said. “The AIP Directory gives project managers a mechanism to tell the world about their progress, and buyers and funders greater insight into what improvement projects are underway and how they can get involved.”
The AIP Directory currently lists five active AIPs that cover three countries (China, Indonesia, and Thailand) and two species (shrimp and tilapia). Other active AIPs are invited to register on the website for free. The website also includes a range of resources and tools to support those looking to start new projects.
“The AIP Directory really is a one-stop shop for all stakeholders in the supply chain,” SFP’s Aquaculture Director Anton Immink said. “As a buyer, you can find active projects; as an AIP implementer, you can showcase your project and report progress. If you can’t find a project that fits your needs, there are tools and resources on how to start a new AIP.”
AIPs are multi-stakeholder efforts that aim to utilize the power of the private sector to promote positive changes toward sustainability, seek to make those changes endure through policy change, and improve performance at the farm and zonal scale. The characteristics of an AIP mirror the core attributes of a FIP: public supply chain commitments, published needs assessments, workplans with time-bound objectives, and regular reporting of progress.

March 6, 2020 — Alaska’s Atka mackerel and rockfish fisheries have achieved Alaska Responsible Fisheries Management (RFM) certification.
The Alaska RFM was created by the Alaska Seafood Marketing Institute (ASMI) in 2010, and in 2016, the scheme became the first to be benchmarked by the Global Sustainable Seafood Initiative.

Burgeoning populations of anchovy and a healthy crop of California sea lion pups reflected improved productivity off parts of the West Coast in 2019. However, lingering offshore heat worked against recovery of salmon stocks and reduced fishing success, a new analysis reports.
The California Current Ecosystem Status Report explains that ocean conditions off the West Coast remain unusually variable. This has been the case since the arrival of a major marine heatwave in 2014 known as “The Blob.” NOAA Fisheries’ two West Coast laboratories, the Northwest Fisheries Science Center and Southwest Fisheries Science Center, issue the report each year to the Pacific Fishery Management Council.
“There is not a real clear picture here,” said Chris Harvey, co-editor of the report developed by the two laboratories’ Integrated Ecosystem Assessment approach. The approach integrates physical, biological, economic, and importantly social conditions of the California Current marine ecosystem into the decision-making process. “On the one hand, we have a lot of anchovy out there. On the other hand, we also have a lot of warm water. That is not usually a sign of improved productivity.”
March 6, 2020 — Today kicks off the 45th annual Maine Fishermen’s Forum at the Samoset Resort in Rockport, Maine. This year’s conference program includes all the usual updates on marketing Maine lobster, racing lobster boats, management of a range of New England fisheries — groundfish, herring, eels, scallops — data collection and safety.
New this year is a full day of seminars on offshore wind (taking place all day today, March 5) that will be packed with information fishermen and other working waterfront stakeholders can use: What projects are underway, how they are permitted and what NOAA’s role is and will be. The Responsible Offshore Development Alliance, led by Annie Hawkins, has a board of directors that represents fishing communities up and down the East Coast. The group also recently launched a West Coast coalition that will serve as advocates and watchdogs on the left coast.
March 6, 2020 — Lobsters and sea scallops continued to top Northeast fisheries in value during 2019 – with oysters more modest in volume but rapidly gaining as a growth sector.
On the downside, it looks like tough times for herring will continue into 2020, and there’s no return in sight for Maine’s northern shrimp fishery.
WINNERS
Lobster: Although catch dropped by more than 15 percent this season, the commercial lobster fishery still hauled in 100 million pounds, according to Maine’s Department of Marine Resources. While that marks a 20 million-pound drop from 2018, many still feel positive about the industry’s trajectory over the past decade — after all, the 2019 catch is still above historical averages. Early on, worries about bait availability, right whale protections, trade deals with China, and a potentially larger drop in catch had the industry on edge, for good reason — lobster is worth more than $450 million to Maine’s economy.
“After a very slow start, the harvest numbers increased in the late fall and winter, and from deeper water and farther offshore,” said Steve Train, a lobsterman from Long Island, Maine. “Whether this is a one- or two-year thing because of cold springs and late sheds, or the beginning of a trend where the resource is shifting because of a change in climate, is still to be determined. But one thing appears obvious: The resource is healthy.” Export of lobster to China dipped by 46 percent after a tariff was imposed in 2018, and the coronavirus outbreak further disrupted the trade in lobsters from the U.S. and Canada.
Oysters: The taste for oysters seems to have no end in sight, and 2019 was no exception. The East Coast Shellfish Growers Association Executive Director Bob Rheault said that along the Atlantic coast “farmed oyster production has doubled in the past five years. There has been some consolidation — bigger firms buying smaller ones, and lots of new entrants” with most farms aiming to increase production. Despite half a decade of increased East Coast production, prices have trended up slow and steadily. The association estimates the total East Coast oyster industry is valued at $90 million, although many states lack good data. Rheault says raw bars are hot.
March 6, 2020 — US importers of Mexican shrimp and other seafood should soon be prepared to present documentation certifying that any of the products they are bringing over the border do not match a list of roughly five species caught in the upper Gulf of California using multiple gear types.
The US’ National Marine Fisheries Service (NMFS) announced Wednesday that it will ban the import of virtually all Mexican shrimp and other fish caught in that region of the country over concerns about the endangered vaquita porpoise. An effective date has not yet been set, but it is expected to be within a month and require importers to maintain a “certification of admissibility” that is signed by a Mexican government official establishing that the products being shipped are not from the upper Gulf of California’s:
