NPFMC April Newsletter

April 19, 2017 — The following was released by the North Pacific Fishery Management Council:

Appointments

The Council appointed Davin Holen to the newly formed Bering Sea Ecosystem Plan Team. Holen is currently the Coastal Community Resilience Specialist at Alaska Sea Grant. Tyson Fick was appointed to the Pacific Northwest Crab Industry Advisory Committee (PNCIAC) as a non-voting member. Fick is based out of Juneau, and is currently the executive director of the Alaska Bering Sea Crabbers. We welcome them both to their new roles.

C1 Scallop SAFE and Plan Team Report

The Council reviewed the 2017 SAFE report for Alaska weathervane scallops. The Council’s SSC set the ABC at 1.161 million pounds of shucked scallops, a level equivalent to 90% of the OFL, and consistent with the ABC control rule for scallops. While the ABC is specified federally for the entire stock, guideline harvest levels (GHLs) are established by ADF&G for the State’s scallop registration areas and districts. Constraining harvest to the GHLs is facilitated by State monitoring of fishery CPUE, and districts are closed to scallop harvest when catch rates fall below established minimum performance standards.

More than 85% of the total Alaska scallop harvest occurs in the Yakutat and Kodiak registration areas. Catch rates have been variable among those areas with increases occurring in Yakutat, but decreases in Kodiak. Declines have been strongest in the Shelikof District of Kodiak and the State lowered GHLs there by about 30% (105k lbs to 75k lbs) in the 2015/16 season. While overall declines have occurred in statewide scallop harvest over the past seven years, revenue has been stable. The stock status of Alaska weathervane scallops is not viewed as a conservation concern since scallops are distributed in many areas that have been closed to fishing to protect crab populations and in areas not defined as commercial beds. Changes coming to management of East Coast scallop fishery

April 18, 2017 — Fishing regulators have started changing the way the East Coast scallop fishery is managed, with an eye toward avoiding more conflicts between small- and big-boat fishermen.

The New England Fishery Management Council decided to initiate changes Tuesday. Government fishing regulators use different rules for different classes of boats that work the same areas. Recently, a class mostly made up of smaller boats has been in conflict with bigger boats in the northern Gulf of Maine.

Some fishermen in the small-boat fishery contend the rules allow bigger boats to overexploit scallops, which are the subject of one of the most valuable fisheries in America. Bigger boats say the two can co-exist.

The management council says there is a “critical need to initiate surveys and develop additional tools to better manage the area.” It also says the new rules could include limiting some boats from fishing in the area until the total scallop population can be more accurately determined.

Crafting new rules will likely take months, and they might not be finished before next year’s scallop season begins in April.

NEFMC Initiates Scallop Framework 29 to Address Specifications, Flatfish AMs, NGOM

April 18, 2017 — The following was released by the New England Fishery Management Council:

During its mid-April meeting in Mystic, CT, the New England Fishery Management Council initiated Framework Adjustment 29 to the Atlantic Sea Scallop Fishery Management Plan. The framework will address four “2017 scallop management priorities” identified last fall. These include:

  • Fishery specifications for the 2018 scallop fishing year and default specifications for 2019;
  • Flatfish accountability measures for scallopers;
  • Scallop access area modifications to be consistent with pending habitat area revisions; and
  • Measures for the Northern Gulf of Maine (NGOM) Management Area.

While specifications and AM adjustments are required to be in the framework, the following problem statement explains the reason for the NGOM measures:

“Recent high landings and unknown biomass in the Northern Gulf of Maine Scallop Management Area underscore the critical need to initiate surveys and develop additional tools to better manage the area and fully understand total removals.”

Framework 29 may consider limiting vessels from fishing in the NGOM until biomass is more accurately determined and management measures can ensure sustainable harvest for all permit categories.

New England Fishery Management Council Holds Meeting

April 18, 2017 — Fishing regulators are getting ready to discuss ways to better manage the east coast scallop fishery to avoid more conflicts between small and big boat fishermen.

The New England Fishery Management Council is holding a meeting on the subject today.

Some fishermen in the small boat fishery say the rules allow bigger boats to over exploit the scallops, which are the subject of one of the most valuable fisheries in America.

Federal regulators have shut down the northern Gulf of Maine last month amid the conflict.

From Port to Plate: A journey of New Bedford’s most profitable product

April 17, 2017 — Who knew that a silver dollar-sized scallop could provide such bang for a buck? As the most profitable item turned over in the most profitable port in the country, this milk-colored mollusk has almost been solely responsible for the re-birth of New Bedford’s working waterfront since the turn of the century.

While other New England ports have shrunk or been gentrified from a working waterfront to high rise condos and upscale restaurants, New Bedford has thrived.

In 2015, the port of New Bedford hauled in more than $321 million according to National Oceanic and Atmospheric Administration — $104 million more than Dutch Harbor, Alaska which had the second-most profitable port that year.

Three years earlier, in 2012, the municipality formerly known as the Whaling City set the national record for highest-valued catch at $411 million with scallops accounting for nearly 80 percent of that number. Alliteration aside, the Scallop City just doesn’t have the same ring to it, although a case could certainly be made for a name change.

Ed Anthes-Washburn, Port Director of the city’s Harbor Development Commission, said the port accounted for more than 36,000 jobs and held a value of $9.8 billion in economic value in 2015 — nearly double Boston’s $4.6 billion value in 2012 — according to the commissions state-funded study by Martin Associates in October.

“It’s really huge,” Anthes-Washburn said of the port’s impact on the city and the state. “We’re growing at a time where a lot of ports are shrinking.”

Fishing industry-lifers believe the scallop business will continue to boom thanks to the rotational management system that allows vessels to enter certain areas once they are deemed to be replenished by NOAA officials. Given a certain amount of trips each year, vessels can fish in those closed access areas until a designated date at which point two other areas open up. Creating a level of sustainability, the previously fished areas are then closed so that the scallops can be replenished.

Seafood joins fair trade revolution, a scallop at a time

April 17, 2017 — Fair trade coffee, bananas and … scallops? Yes, very soon.

Fair trade certification status, which is conferred by independent groups to denote environmental sustainability and fair working conditions, has been around for years. But it’s just now on the rise among seafood products in the U.S., where consumer interest in the story behind the fish and shellfish they eat is growing.

Certification of seafood products, including tuna and shrimp, began in 2014, and the volume of imports of such products grew more than 350 percent last year to more than 1.2 million pounds (500,000 kilograms), said Fair Trade USA, a California-based nonprofit group. The first company to offer fair trade seafood harvested from U.S. waters will have scallops on the market this month.

The company, Bristol Seafood of Portland, Maine, is looking to capitalize on the growing interest in authenticity of seafood, said its president, Peter Handy.

“There’s a certain sanctity to food when it comes to the story about it,” he said. “It tastes better the more you know.”

Independent groups, including Fair Trade USA, provide certifications to a host of products that people buy in stores, ranging from fruit and nuts to home goods. The certification is most commonly associated with coffee, which launched the fair trade movement in the 1990s.

To achieve certification, companies need to submit to an audit and interviews to make sure the food is produced with fair working conditions and environmental stewardship along the supply chain. Packaged products can then bear a “Fair Trade Certified” seal, which carries a price premium.

Fair Trade USA currently certifies shrimp from Mexico, yellowfin tuna from Indonesia, and skipjack and yellowfin tuna from Maldives. It is the only group currently certifying seafood as fair trade, representatives for the nonprofit said.

Interest in the seafood supply chain has grown since an Associated Press investigation of slave labor conditions in Thailand’s shrimp fishery, said Ashley Apel, senior manager of the seafood program for Fair Trade USA. Even before that, a 2014 study by a pair of economists from the University of Kentucky said more than 80 percent of consumers were at least somewhat influenced by labels that tell the story of seafood.

“It was the right place and right time to show that the seafood industry needs a fair trade certification,” Apel said.

The standards for achieving the certification for seafood products focus on management of fish stocks and fishing habitat, as well as the wages and working conditions of the fishermen and others in the supply chain. Steps must be taken to eliminate forced labor and human trafficking, and workers must have the freedom to organize. At the same time, there must be documentation of things like proper waste management and protection of ecosystems, Fair Trade USA’s materials state.

Fair Trade USA is one of a handful of major groups involved in certifying food products, with another prominent one other being Germany-based Fairtrade International.

They’re banking on chefs and restaurants getting excited about the products. Barton Seaver, a chef and author in Freeport, Maine, said fair trade seafood is too new to be familiar to many restaurateurs but is part of seafood’s future.

“It’s currently in its infancy, but I think the products they are working with will quickly prove the model, and the value that it can offer,” he said.

Maine’s Scallop Season Nearing End for 2016-17

March 28, 2017 — PORTLAND, Maine — Maine’s scallop season’s winding down as dragger boat operators are entering their final week in some parts of the state.

This is the last week of fishing for draggers in the state’s central and eastern coasts. The only open days from the Penobscot Bay area to far eastern Maine are Monday and Tuesday. Limited parts of far eastern Maine are open on Tuesday and Wednesday.

Monday is also the last day of the year for people who dive for scallops in far eastern Maine.

MASSACHUSETTS: Shell Game: Shopping stolen scallops around waterfront

March 27, 2017 — North America’s largest seafood trade event brought suppliers and buyers from around the world together in one place two weeks ago. But it was New Bedford’s waterfront that was the talk of the event, and not because of the city’s seafood.

Whispers about the theft of 8,350 pounds of U10 scallops in New Bedford were on many lips at the March 11-13 seafood expo. The scallops disappeared from a Continental Cold Storage facility in the city and were discovered missing in February.

Exactly when the scallops were stolen and how is still unknown. Valued at up to $192,050, they were packed in 25 pound boxes, filling 336 cases on four pallets, and were believed to be transported by a single truck, according to police documents. An additional 24 cases of U12 scallops were later determined to also be missing.

An investigation by New Bedford police is ongoing.

“Everybody has bits and pieces, but nobody has the whole story,” said a New Bedford seafood executive who spoke on the condition of anonymity because the case remains an active police investigation.

Some of the facts behind the mystery appear in more than 50 pages of court documents obtained and reviewed by The Standard-Times surrounding the arrest warrants of Antonio Vieira, of 74 Morning Dove Drive in Tiverton, Rhode Island, and Michael Caton, formerly a resident of Riverside, Rhode Island, but currently living at 17923 Applegate Road in Applegate, California.

Scallop Sales Will Fund 17 Marine Science Research Projects

March 27, 2017 — The federal government says the sale of scallops will help pay for 17 projects related to fisheries and marine science.

The National Oceanic and Atmospheric Administration says the money is coming from the scallop “research set-aside program.”

The agency says the projects are awarded pounds of scallops that have been “set aside” for this purpose. Applicants partner up with fishermen to harvest the set-aside award to generate money for their research.

NOAA says this year’s awards are expected to generate more than $15 million. One of the projects will allow Coonamessett Farm Foundation of East Falmouth, Massachusetts, to research the impact of the Atlantic sea scallop fishery on loggerhead sea turtles.

Another will allow UMass Dartmouth’s School for Marine Science & Technology to measure swimming capacity of flounder species.

Putting fishermen first: An open letter to Donald Trump

March 23, 2017 — In your campaign, you correctly recognized that many basic industries in the United States — ones that have created stable jobs and communities for generations — have increasingly come under siege. You identified globalization, overzealous regulation, and the past administration’s inclination to advance international policy goals at the expense of domestic jobs, as among the culprits.

Your words struck a chord among many in the commercial fishing industry, where middle class jobs have been hollowed out of the coastal communities. There are many fishing ports around the country that bear witness to this sad fact.

While your policy prescription is general, like advanced cancer treatments, the best cures may be patient-specific.

We’d like in this column to focus on infrastructure, but not infrastructure as it’s generally thought of. There are plenty of fishing vessels available for use. Many issues with fish processing are largely a function of disuse, rather than a lack of capacity. Instead, we respectfully ask you to focus on the intellectual infrastructure of fisheries management.

Among our chief complaints with the administration just past is that it was long on big plans, but short on follow-through. It’s one thing to center fisheries management policy on data-hungry ecosystem management models and complex catch share programs. It’s quite another to implement these regimes effectively.

Maybe worse than being overzealous, fisheries management in the Obama administration became over-ambitious.

A reflexive reaction might be to throw out all regulation, but that’s not the solution, either. Sustainable fisheries do produce more economic benefits. The U.S. Atlantic scallop fishery is but one example of a somewhat flexible management regime producing an ecologically stable fishery. The lean years have become less lean, and the good — even great — years more prevalent. Product quality improved. Scallopers maintained a consistent level of supply when the rest of the world couldn’t or didn’t. Marketplace rewards followed.

Also, and this may be controversial even among our clients, but starving managers of federal funds does not necessarily make them do less. Specifications need to be set each year, and much of fisheries regulation is just keeping up with what’s happening in the ocean. A lack of resources can, however, make them do what they do less well. “Bureaucratic incompetence” can become a self-fulfilling prophesy when there aren’t sufficient funds for data collection and brain power.
