Charles Juliand; "dedicated public servants" are being made "scapegoats" by "lawbreakers and their minions"
In a statement released by the National Weather Service Employees Organization,Charles Juliand, a NOAA attorney whose practices have been sharply criticized by the Department of Commerce Inspector General, called the efforts by Congress and Industry to seek examination of NOAA Fisheries Enforcement practices a "smear campaign in which false unsubstantiated charges have been made."
